CRIPPLE CREEK — A grand jury has rejected filing charges against two Colorado Springs police officers involved in the fatal shooting of an armed black man in August, 4th Judicial District Attorney Dan May said Wednesday. De'Von Bailey and his cousin, Lawrence Stoker, were stopped by police investigating a report of an armed robbery on Aug. 3 in a neighborhood southeast of Memorial Park.
