What is the purpose of the “candy cane” shaped pipes that emerge from the ground along some of the roads in the city. They appear to be vents of some sort, but for what? —  Al Read

ANSWER: The purple goose-neck pipes designate non-potable water, also called “reclaimed” water. This water has gone through a water treatment facility but was treated to lower water standards than drinking water and is used for irrigation, golf courses, cemeteries, etc.

Interesting that in some areas of the country people have these pipes in their yards and creative companies have advertised works of "art" to disguise them.
