The city's Housing Development division will hold a public hearing 4-6 p.m. Tuesday in the City Administration Building, 30 S. Nevada Ave., to provide information about the city's 2014 Annual Action Plan and proposed use of the federal block grant funds. The Annual Action Plan outlines the strategies on housing, economic and community development needs of low- and moderate-income residents.

A competency hearing is scheduled for 9 a.m. Monday for Marcus Smith, 23, who is accused of strangling an 87-year-old woman to death in her home and then setting her body on fire at a remote trailhead in November 2011. The case against Smith has been repeatedly delayed by concerns about his mental health.

Pier repairs will begin on the Cimarron Bridge east of Interstate 25 on Monday at 10 a.m. Two eastbound lanes will be shifted toward the center lane for several weeks. The work is expected to be completed before May 20.

Drivers traveling near Academy Boulevard and Platte Avenue on Tuesday can expect delays from 9 a.m.-3:30 p.m. The right, northbound lane of Academy Boulevard will be closed, reducing northbound traffic from three lanes to two for a bridge inspection in preparation for a future project. Drivers are advised to take alternate routes if possible.

Local First Grocer, an organic grocery store offering fresh, locally grown produce in Manitou Springs, will host a grand opening event on Saturday. A ribbon-cutting ceremony is scheduled for 1 p.m. at 116 Canon Avenue in Manitou Springs.

The city of Colorado Springs will hold an open house Tuesday to present the final plans for rebuilding Camp Creek from Garden of the Gods Park through the Pleasant Valley neighborhood along 31st Street.

The meeting will begin at 5 p.m. with the more than $30 million plan presentation and community discussion scheduled for 6:30 to 7:30 p.m. The open house will be at the Coronado High School cafeteria, 1590 W. Fillmore St.

Economic Fresh Start, Bankruptcy Basics, Wednesday 6 p.m., East Library, 5550 N. Union Blvd. Speaker attorney Sandra Sigler, sponsored by Colorado Bar Association.

The final "Lessons Learned" town hall meeting will be held Wednesday to address response and recovery efforts to the Black Forest fire.

The meeting - which allows residents to offer input on El Paso County's after-action report - will take place from 5:30 to 7:30 p.m. at the Charles Brown Transportation & Environmental Complex, 3255 Akers Drive.

The report is due to be released this summer.
