VAIL — A plan to fix congestion in the Interstate-70 mountain corridor is on the drawing board.

Parsons Corp. has given the Colorado Department of Transportation an unsolicited proposal for partnering on a plan for improving the highway, and discussions are under way.

The Vail Daily (http://tinyurl.com/me7783b ) reports the proposal is a three-phase project that would add tolled express lanes and a bus rapid transit system.

Tunnel bores would have to be added at places such as the Eisenhower Tunnel, and parts of the new lanes would be suspended like the current highway is through Glenwood Canyon.
