Gazette Premium Content Man in country illegally on Boulder panel

BOULDER — The Boulder City Council has appointed a man who is not in the country legally to the council's Human Relations Commission, making Jose Beteta the first beneficiary of a rule approved by city voters in November.

The Human Relations Commission asked city officials to put a question on the ballot that would eliminate a requirement that members of volunteer boards and commissions be registered voters.

According to the Denver Post (http://tinyurl.com/p5h4ahe ), Beteta was born in Costa Rica and has been in the United States illegally for more than 20 years, including the past three years in Boulder. He was one of five applicants for the vacancy on the commission.

The Human Relations Commission is in charge of promoting diversity and enforcing the city's Human Rights Ordinance, which prohibits discrimination.
