U.S. Rep. Doug Lamborn reads a statement on Thursday that he read into the Congressional record in July during a birthday party for retired Navy Lt. Jim Downing at The Navigators, a Colorado Springs-based ministry. Downing, believed to be the oldest living Pearl Harbor survivor, celebrated his 100th birthday at The Navigators, an organization he helped launch in the 1930s.
