BIDDING AND CONTRACT REQUIREMENTS INVITATION TO BIDDERS Project No: CO06P028501-017-027 Bid proposals will be received by the Housing Authority of the City of Colorado Springs, 335 South Wahsatch Avenue, Colorado Springs, Colorado, up to Friday, June 29, 2018 at 10:00 a.m., for the removal and replacement of the roof and other work as shown on the drawings for nineteen scattered sites in Colorado Springs, Colorado. Bids must be prepared and submitted in accordance with the Instructions to Bidders, Form HUD 5369, October 2002, as issued by the U.S. Department of Housing & Urban Development, Low Rent Housing. Bidders may obtain electronic copies (CD) of the Specifications and Bid Documents at the Housing Authority of the City of Colorado Springs, 335 S. Wahsatch Ave., Colorado Springs, Colorado. Hansz SUMIKO HANSZ January 31, 1926 - June 9, 2018 Sumiko Hansz, 92, of Widefield, Colorado, passed away June 9, 2018. She was born in Hiroshima, Japan on January 31, 1926. Sumiko graduated from high school in Hiroshima. Sumiko met and married Jerald Hansz in Japan on March 14, 1952.They were married for 66 years and traveled the world together. Sumiko was a homemaker all over the world as an Army wife. She had a passion for Japanese Traditional Dance (Odori). She is survived by her sister-in-law Sachiko Kamigasa, her nephew Kenji Kamigasa, and her cousins Kanji, Noriko, and Atsuko. Sumiko was preceded in death by her daughter Linda. She will be interred at Evergreen Cemetery.

Roberts CHARLENE ROBERTS July 30, 1935 - June 3, 2018 Mrs. Charlene "Char" Joy (Courteau) Roberts, of Minneapolis, Minnesota, born on July 30, 1935 in Minneapolis, Minnesota, passed away at age 82 on June 3, 2018 in Colorado Springs, Colorado. She graduated from high school in 1953. She was with the Boy Scouts of America until retiring in 1986. Charlene was the beloved wife of the late Donald Lee Roberts. Klopfenstein DARA ANN KLOPFENSTEIN July 20, 1957 - June 13, 2018 Dara was born in Bronx, NY, to Jackie (Boylan) Jerkins and Anthony Frandina. She lost her battle with Multiple Sclerosis at home surrounded by loved ones at the age of 60, but never lost her ability to brighten a room with her smile. She is survived by her husband, Jack; her daughter, Toni; her stepchildren, Eric and Alena; her stepmother, Dorothy; her mother-in-law, Miriam; her aunts, Rose, Mary, and Chris; and her uncle, Joe. Reagan LYNETTE SUSAN REAGAN 1943 - June 15, 2018 Lynette Susan Reagan, 75, of Colorado Springs, CO. Lynette passed away suddenly, Friday, June 15th. She is survived by her loving partner, George W. Stolz, of Tucson, AZ ; her son and daughter-in-law, Tim and Jennifer Reuling, of Reston, VA; her much beloved granddaughters, Alexis and Karma Reuling, of Reston, VA; her sister, Carolyn Sopher of Kalamazoo, MI; brother Norman Loeffler Jr. of Toledo, OH; and several nieces and nephews. Lynette was preceded in death by sister, Patricia Laston and parents, Norman Sr. and Virginia Loeffler, all of Toledo OH and her young son, Brian Reuling. Lynette was born in Toledo, Ohio in 1943 to Virginia and Norman Sr. Loeffler. She attended Central Catholic High School and later Bowling Green State University, where she obtained a bachelor's degree in education. She moved to Baltimore, Maryland in 1964 and began her teaching career in Woodlawn, Maryland. She was involved in education and health education her entire career and recently retired from El Paso County Health Department in Colorado. She lived an active life full of family and friends. She was extremely close with her granddaughters and stayed actively engaged in their lives. Lynette loved to travel as well as hike, volksmarch, read, and participate in the arts, including several theatres in Colorado Springs. She will be dearly missed by all those whose lives she has touched. Memorial celebration will be held at Swan-Law in Colorado Springs, CO on Wednesday, June 20th from 4pm-8pm and a service will be held on Thursday, June 21st at 10am. The family is also planning a service in Maryland in late July. Bodine LOIS ARLENE BODINE 5/25/1925 - 6/16/2018 Lois Arlene Bodine, 93, Somerset, PA, formerly of Colorado Springs, CO, died June 16, 2018 at Siemon's Heritage. Born May 25, 1925 in Winthrop, MN, daughter of Charles and Gertrude Grace (Webb) Podratz. Preceded in death by parents and grandson Taylor Matthew Landis. Survived by daughter Barbara, married to William Landis, Berlin, PA; son Daniel Bodine and wife Sharon, Redmond, WA; grandchildren: Andrew Landis and Devon and Claire Bodine; sisters Orma Bediz and Elaine Marjanovic; and four nieces and nephews. She was a graduate of Grand Forks, ND High School. Early in life, she completed medical training and worked as a medical technician in radiology. Later in life she worked as an editorial assistant for the Dept. of Defense in Colorado Springs, and completed an Associate's Degree in Computer Science from Pike's Peak Community College, Colorado Springs, where she was on the Dean's List. Hammond JOANN LOUISE HAMMOND June 14, 1929 - June 16, 2018 JoAnn Louise Hammond passed away on June 16, 2018. She was a resident of Colorado Springs for over 65 years. JoAnn was a homemaker and was born on June 14, 1929 to George Boren and Hazel (Allen) Boren in Perry, Iowa. On September 5, 1946 she married Kepler V. Hammond in Denver, Colorado. JoAnn was the Director of the Stroke Club with Easter Seals for over 20 years. She also enjoyed spending time with her family at their ranch in Teller County. She was a member of the NCO Wives Club during their years in the Marine Corps. She is survived by her children: Craig and Janet Hammond, Jeff Hammond, Jim and Karen Hammond, and Barney and Lynn Hammond; her grandchildren: Nathan and Claire Hammond, Sarah and Clint Hammond, Stacie Vance and Erin Purcell; and many great-grandchildren. She was preceded in death by her husband, Kepler V. Hammond. A private service will be held with entombment at Shrine of Remembrance "America the Beautiful" Chapel. Flowers EVA ROSE FLOWERS December 8, 1920 - June 18, 2018 Eva Rose Flowers, 97, of Colorado Springs, passed away on June 18, 2018. She was born in Pawhuska, Oklahoma, on December 8, 1920. She was married to George Harold Flowers on August 15, 1948. She was a World War II veteran; and she served as a volunteer at Penrose Hospital for 25 years. Eve is survived by three children, George Craig Flowers of Albany, GA, Cathryn Lee Ritchie of Oviedo, FL, and Marjorie Lynn Martinez of Colorado Springs, CO. She had 15 grandchildren, 20 great-grandchildren, and 5 great-great-grandchildren. She is preceded in passing by her husband and a granddaughter. Funeral arrangements will be held graveside at 10:30 am, June 22, 2018 at Memorial Gardens Cemetery, Colorado Springs.

Epler ELMER D. EPLER Nov. 17, 1932 - June 17, 2018 Elmer D. Epler, age 85, a resident of Colorado Springs since 1982, passed away on June 17, 2018 after a 17-year battle with Parkinson's Disease. He was retired from the United States Air Force with twenty-seven years of active duty. Elmer D. Epler was born on Nov. 17, 1932 in Topeka, KS to the late John and Julia (Mark) Epler. He grew up in Meriden, KS and married his high school sweetheart, Reva Tillery, on January 22, 1952 in Meriden. He attended the University of Kansas and received his BBA from Washburn University in Topeka, KS in 1954 and received a commission as a 2nd Lt. from the ROTC program. He was a Kansas Use Tax auditor while awaiting his call to active duty in the Air Force in 1955. He served three years in the Air Force before returning to civilian life, working for IBM for four years before once more returning to active duty in 1962. He served until March 1986. His military decorations included the Defense Superior Service Medal, the Legion of Merit, the Bronze Star, the Meritorious Service Medal and the Joint Services Commendation Medal. Col Epler is survived by his wife of 66 years; one son, Dr Steven Epler (wife, Mary) of Manhattan, KS; and two daughters, Deborah Hoyt (husband Jim Over) of Aurora, CO and Terri Terry (husband Mark) of Federal Way, WA; three granddaughters, Kira Epler (husband Stuart Weinman) of Dallas, TX, Megan Faba (husband John) of Highland, IN, and Casey Hoyt of Aurora, CO; and three great grandchildren, Chad, Kaelan and Skyla. Cremation has taken place. A memorial service will be held on Wednesday, June 20, 2018 at 10 am at the Shrine of Remembrance Funeral Home, "America the Beautiful" Chapel. Inurnment will be in the Meriden Cemetery, Meriden, KS. Singleton JESSE JR. SINGLETON December 14, 1964 Jesse Jr. Singleton was born in Charleston, South Carolina, on December 14, 1964. He received his crown of glory on June 14, 2018. Jesse served in the US Army for 22 years. Jesse received awards and commendations for serving at Desert Storm, Desert Shield, Bosnian-Kosovo War, and Operation Iraq Freedom. He enjoyed sports, watching the Dallas Cowboys, North Carolina Tar Heels basketball, and he also enjoyed camping, loved to eat, watching ESPN, he loved Barbecues, fish fries, and he loved seafood. Westland SSG SETH A. WESTLAND February 1, 1984 - May 23, 2018 SSG Seth A. Westland, 34, of Huntsville, Alabama, passed after a long battle with mental illness on Wednesday, May 23, 2018 at Redstone Arsenal, Alabama. Memorial Service: 1:30 pm Saturday, June 30, 2018 at Cedar Memorial Chapel of Memories with visitation one hour prior to service. Inurnment with Military Honors: Cedar Memorial Park Cemetery. Seth was born February 1, 1984, the son of Stephen Westland and Debra Westland-Graham, in Everett, Washington. His early years were spent in Snohomish, WA and then Selah, WA. He was a proficient swimmer that faired him well in the military. He enlisted in the United States Army in May of 2003, and was serving his country at the time of his death. For fifteen years, Seth served as a Military Police Officer with additional identifiers as a member of a Drug Suppression Team, Military Police Investigator, Personal Security Detail, and Squad Leader. His duty stations included: Fort Bliss, Texas; Schweinfurt, Germany (overseas); Fort Leonard Wood, Missouri; Fort Gordon, Georgia; Fort Carson, Colorado; and Fort Jackson, South Carolina. Seth served in deployments to Afghanistan, Quatar, Africa, and Kuwait. On November 18, 2009, he was married to Kim M. Anthony in Augusta, Georgia. Seth enjoyed working on vehicles, models, physical fitness, camping, fishing with his children and helping people find their smile. He attended the Korean Presbyterian Church of Huntsville, AL. More than anything, he loved spending time with his children. He would arrange special father-daughter dates, to ensure his little girls knew how they should be treated by a future gentleman caller. Seth will forever be remembered as a loving husband, father, son and an inspiring hero to all those who knew him. Survivors include his wife, Kim M. Westland; three children, Kira M. Anthony, Kaida M. Anthony, and Stephen N. Westland; mother, Debra (Vern) Westland-Graham; father, Stephen (Sofie) Westland; sister, Autumn (Magnus) Johnsson; brother, Garth (Michelle) Westland; and in-laws, Brian and Mi-Sun Grimm; grandparents, extended in-laws, step-siblings, aunts, uncles, and cousins. Houtchens LEON KOYLE HOUTCHENS July 18, 1922 - June 15, 2018 Leon Koyle Houtchens went to be with the Lord June 15, 2018, at the age of 95. Leon was born on July 18, 1922 in Bugscuffle, TX to Eric Leon Houtchens and Nettie Pearl Houtchens. He was the second of the three children born to Eric and Nettie. In his youth, Leon followed his entrepreneurial spirit from Texas to Colorado Springs, CO. After moving to Colorado Springs, Leon married Susan Sportsman in 1943. Together they founded local business H&H Tire, which they operated for over 37 years. Leon is survived by his wife Susan Houtchens, four children Lonnie Houtchens, Debra Marchman, Anita Hood and Quentyn Houtchens, sister Ninetta Vette, brother Vernie Houtchens, 10 grandchildren and 7 great-grandchildren. Leon was preceded in passing by his parents. Anders VICTOR DEWAYNE ANDERS April 13, 1938 - June 16, 2018 Victor DeWayne Anders, known to friends as "Vic," passed away on June 16, 2018, at the age of 80. A native of Colorado, Vic was born April 13, 1938 at home in Simla, to Williams and Floy Anders. Vic graduated from Simla High School in 1956. After graduation he started his career as a laborer for the Colorado Department of Transportation (CDOT). He independently studied and became a licensed Professional Engineer and Land Surveyor. Vic proudly worked thirty-five years and retired from CDOT as the Program Engineer of District 2. During retirement he started his own successful business, ITM "In the Mood" Survey Company. Vic was an active member of his church where he dedicated many hours to his church family. His survivors include his five children, Valerie Anders, Diane Forsythe, Lane and wife Debbie Anders, Christian Anders and Joseph Anders; eight grandchildren; and seven great-grandchildren. His wife Ina (Miller) Anders, parents, and five siblings preceded him in death. A celebration of Vic's life will be held Saturday, June 23 at 11 am, Grace Lutheran Church, 1128 E. Williams JAMES EDWARD WILLIAMS January 21, 1942 - June 18, 2018 James Edward Williams, age 76, of Colorado Springs, Colorado passed away on Monday, June 18, 2018. James was born January 21, 1942 in Oklahoma City, Oklahoma. He is preceded in death by his parents, Loyal and Helen Williams, his sister, Brenda Williford and his son, Travis Williams. He is survived by his wife, Beverly Marie Williams, his brother, Jerry Williams, his children, Tobey Williams, Teresa Mauter, Angie Kelley, Thomas Baker and Linda Zwach, his 10 grandchildren and his 13 great-grandchildren. His business career started at the Daily Oklahoman Newspaper and ended at Wendy's of Colorado Springs. His favorite genre of music was classic country, he also loved Elvis, Hank Williams, and Patsy Cline. His favorite color was blue. His favorite pastimes and hobbies were working out, doing puzzles and going to garage sales. He loved his dogs, was an OU Sooners fan and loved collecting antique cast iron banks. Emmons JOSEPH NEWTON EMMONS November 2, 1930 - June 12, 2018 Joseph Newton Emmons succumbed peacefully to complications of Alzheimer's Disease June 12, 2018. He was born November 2, 1930 in Kansas City, MO to parents Edward and Elizabeth Emmons. He earned a BS in Geology in 1951 from the University of Idaho, and was LTJG in the U.S. Coast Guard as skipper of a Coast Guard Cutter. He worked for the Denver and Rio Grande Western Railroad, and later owned and operated National Tours in Colorado Springs; was founder and president of the Graham Foundation from 1989 to 2005. His late wife was Daryleen Hinkle Emmons, Married 1958, deceased 1990. He is survived by their children, Nancy Jo Ambrose and her husband Michael of Vermont, and her two children, Madeline Ambrose and Fletcher Ambrose; and Rebecca D. Emmons of Washington State. He is also survived by his current wife, Maeta Irene Emmons, married, 2002; his step-children are Dolores Irene Robbins of Cloverdale, CA, her two children, Kyle Jackson of Santa Rosa, CA, Amanda Abell and her two children, Maxwell Abell and Delilah Abell of Powell Butte, OR; and Angela Mae Jones of Sacramento, CA. He also leaves behind his beloved cousin, Sue Feehan. He loved his Doolie the dog, and his new dog, Charlie. Joe was an avid volunteer for many years for National Park Service, U.S. Forest Service, Operation Life Saver, Colorado Division of Wildlife, Alaska State Parks, John Jay Institute for Faith, Society and Law, Pikes Peak Hospice and for a time took communion to folks who could not make it to church. He was a long-time member of The Chapel of Our Savior Episcopal Church and of St. George's Angelican Church both of Colorado Springs, CO; and a member of Good Shepherd Episcopal Church in Cloverdale, since 2014.
