  • September 30 - The City of Colorado Springs, Community Development Division (CDD), is updating its programmatic agreement (PA) with the Colorado State Historic Preservation Office (SHPO). The PA provides a framework for consultation with the SHPO when U.S. Dept. of Housing & Urban Development (HUD) funds are proposed for use on projects involving physical alterations to buildings or sites that are more than 50 years old. The consultation process may also involve Native American Tribes known to have an ancestral interest in the City of Colorado Springs and the El Paso County region. The PA includes criteria for deciding which types of projects may affect historic properties, as well as guidelines for deciding which types of projects may be approved without further consultation with the SHPO. The PA also lists those types of projects that are exempt from consultation, such as projects involving buildings that are less than 50 years old, or projects on buildings that have been officially determined by the SHPO as ineligible for listing on the National Register of Historic Places. A draft of the PA is available in the offices of the City of Colorado Springs, Community Development Division, located at 30 S. Nevada Avenue, Suite 604, Colorado Springs, Colorado, 80903. The offices are open Monday through Friday from 8:00 AM to 5:00 PM. An electronic copy of the PA can also be obtained by downloading it from the City's website at community-development/page/community-development-announcements. Any individual, group, or agency may submit written comments on the PA to the City of Colorado Springs, Community Development Division, at the address in this notice. All comments received by 5 PM on October 28, 2016, will be considered prior to execution of the updated PA.
