  • May 27 - SOURCES SOUGHT FOR DEVELOPMENT OF MONUMENT CREEK WATERSHED RESTORATION MASTER PLAN The Fountain Creek Watershed, Flood Control and Greenway District has been awarded a grant from the Colorado Department of Local Affairs Community Development Block Grant - Disaster Recovery Resilience Planning & Capacity Building Program for development of a Monument Creek Watershed Restoration Master Plan. This project will provide flood restoration master planning along the reach of Monument Creek from Palmer Lake to the confluence with Fountain Creek and major tributaries in the Monument Creek Watershed following the Waldo Canyon Fire, the Black Forest Fire and flood events that occurred in 2013 that resulted in considerable bed and bank erosion along with transport of sediment and debris. The project will assess the post-flood condition of Monument Creek and the in-stream hydraulic structures along Monument Creek and its major tributaries. This work will assess impacts to the stream corridors and develop conceptual plans for mitigation of flooding and sedimentation and restoration of the corridors. Study tasks will include hydrologic, hydraulic, and geomorphic analysis, alternatives screening and analysis, conceptual plan and prioritization, cost estimation, and reporting. The primary goal will be creation of an actionable plan for the restoration of Monument Creek and its major tributaries that increases the long term resilience of the watershed to future fire and flood disasters. The master plan will include mitigation at site-specific areas, developed reach alternatives screening for multi-objective criteria, site constraints and cost effectiveness, specific plans and recommendations, maps and conceptual designs and prioritization for budgeting and scheduling of future mitigation projects. The project is planned to be completed in twelve months from contract award. All CDBG-DR funded projects must, to the greatest extent feasible, comply with Section 3 when contracting for professional services. The District intends to issue an RFP to qualified sources as a result of this solicitation.   • May 27 - Record of Decision is available for Piñon Canyon Maneuver Site FORT CARSON, Colo. - The Department of the Army announces the signing of a Record of Decision that will allow Fort Carson to proceed with implementation of new training and operations at Piñon Canyon Maneuver Site (PCMS), a maneuver training site for Fort Carson located near Trinidad, Colorado. The decision establishes and implements new brigade-level training intensity measures, brigade training and equipment requirements, use of the Stryker family of vehicles at the maneuver site; electronic jamming systems, laser targeting, demolition, unmanned aerial systems, and unmanned ground vehicle training; airspace reclassification; and drop zone development. The proposed action does not include, nor would it require, land expansion of PCMS. This decision explains the potential environmental and socioeconomic impacts associated with the proposed action. The decision incorporates analysis contained in final environmental impact statement, including comments provided during formal comment and review periods. The decision also considered all comments on the final environmental impact statement during the formal waiting period. The U.S. Army determined that the waiting period comments did not constitute significant new information relevant to environmental concerns, and that therefore supplementation of the analysis was not required. The decision also adopts mitigation that will reduce or eliminate adverse impacts. The Piñon Canyon Maneuver Site Training and Operations Final Environmental Impact Statement was reviewed by the executive director of the U.S. Army Installation Management Command and he made the decision to proceed with the selected action.   • May 26 - SOURCES SOUGHT FOR DEVELOPMENT OF MONUMENT CREEK WATERSHED RESTORATION MASTER PLAN The Fountain Creek Watershed, Flood Control and Greenway District has been awarded a grant from the Colorado Department of Local Affairs Community Development Block Grant - Disaster Recovery Resilience Planning & Capacity Building Program for development of a Monument Creek Watershed Restoration Master Plan. This project will provide flood restoration master planning along the reach of Monument Creek from Palmer Lake to the confluence with Fountain Creek and major tributaries in the Monument Creek Watershed following the Waldo Canyon Fire, the Black Forest Fire and flood events that occurred in 2013 that resulted in considerable bed and bank erosion along with transport of sediment and debris. The project will assess the post-flood condition of Monument Creek and the in-stream hydraulic structures along Monument Creek and its major tributaries. This work will assess impacts to the stream corridors and develop conceptual plans for mitigation of flooding and sedimentation and restoration of the corridors. Study tasks will include hydrologic, hydraulic, and geomorphic analysis, alternatives screening and analysis, conceptual plan and prioritization, cost estimation, and reporting. The primary goal will be creation of an actionable plan for the restoration of Monument Creek and its major tributaries that increases the long term resilience of the watershed to future fire and flood disasters. The master plan will include mitigation at site-specific areas, developed reach alternatives screening for multi-objective criteria, site constraints and cost effectiveness, specific plans and recommendations, maps and conceptual designs and prioritization for budgeting and scheduling of future mitigation projects. The project is planned to be completed in twelve months from contract award.   • May 26 - Record of Decision is available for Piñon Canyon Maneuver Site FORT CARSON, Colo. - The Department of the Army announces the signing of a Record of Decision that will allow Fort Carson to proceed with implementation of new training and operations at Piñon Canyon Maneuver Site (PCMS), a maneuver training site for Fort Carson located near Trinidad, Colorado. The decision establishes and implements new brigade-level training intensity measures, brigade training and equipment requirements, use of the Stryker family of vehicles at the maneuver site; electronic jamming systems, laser targeting, demolition, unmanned aerial systems, and unmanned ground vehicle training; airspace reclassification; and drop zone development. The proposed action does not include, nor would it require, land expansion of PCMS. This decision explains the potential environmental and socioeconomic impacts associated with the proposed action. The decision incorporates analysis contained in final environmental impact statement, including comments provided during formal comment and review periods. The decision also considered all comments on the final environmental impact statement during the formal waiting period. The U.S. Army determined that the waiting period comments did not constitute significant new information relevant to environmental concerns, and that therefore supplementation of the analysis was not required. The decision also adopts mitigation that will reduce or eliminate adverse impacts. The Piñon Canyon Maneuver Site Training and Operations Final Environmental Impact Statement was reviewed by the executive director of the U.S. Army Installation Management Command and he made the decision to proceed with the selected action.
