REQUEST FOR THE RELEASE OF FUNDS On or about April 16, 2015, the City of Colorado Springs, Housing & Community Initiatives Division will submit a request to the U.S. Department of Housing and Urban Development on behalf of the City of Colorado Springs, Housing & Community Initiatives Division, for the release of program funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as the CVRC Crawford House Improvements. The Colorado Veterans Resource Coalition (CVRC) operates a shelter facility for homeless veterans managing substance abuse. This project will assist the CVRC with remodeling (3) ground floor baths to meet ADA requirements and improve energy efficiency by replacing exterior doors and windows to lower operating costs. All activities related to this project are carried out within the City of Colorado Springs city limits at an existing facility on previously disturbed ground and do not include major or substantial rehab. The activities do not include a change in land use, new construction on undeveloped land, an increase in density, grading, drainage, or vegetation modification. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements.   • April 12 - NOTICE OF INTENT TO REQUEST THE RELEASE OF FUNDS April 8, 2015 City of Colorado Springs Housing & Community Initiatives Division 30 S Nevada Ave Ste 604 Colorado Springs, CO 80903 719-385-5912 This notice shall satisfy procedural requirements for activities to be undertaken by the City of Colorado Springs, Housing & Community Initiatives Division. REQUEST FOR THE RELEASE OF FUNDS On or about April 16, 2015, the City of Colorado Springs, Housing & Community Initiatives Division will submit a request to the U.S. Department of Housing and Urban Development on behalf of the City of Colorado Springs, Housing & Community Initiatives Division, for the release of program funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as the CVRC Crawford House Improvements. The Colorado Veterans Resource Coalition (CVRC) operates a shelter facility for homeless veterans managing substance abuse. This project will assist the CVRC with remodeling (3) ground floor baths to meet ADA requirements and improve energy efficiency by replacing exterior doors and windows to lower operating costs. All activities related to this project are carried out within the City of Colorado Springs city limits at an existing facility on previously disturbed ground and do not include major or substantial rehab. The activities do not include a change in land use, new construction on undeveloped land, an increase in density, grading, drainage, or vegetation modification. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Colorado Springs, Housing & Community Initiatives Division, 30 S Nevada Ave, Ste 604, Colorado Springs, CO 80903 and may be examined or copied weekdays 8 A.M. to 4 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the City of Colorado Springs, Housing & Community Initiatives Division. All comments received by April 15, 2015, will be considered by the City of Colorado Springs, Housing & Community Initiatives Division, prior to authorizing submission of a request for release of funds. RELEASE OF FUNDS The City of Colorado Springs, Housing & Community Initiatives Division certifies to the U.S. Department of Housing and Urban Development that Steve Cox, Chief of Staff, City of Colorado Springs, in his capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The U.S. Department of Housing and Urban Development approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Colorado Springs, Housing & Community Initiatives Division to use Program funds. OBJECTIONS TO THE RELEASE OF FUNDS The U.S. Department of Housing and Urban Development will accept objections to its release of funds and the City of Colorado Springs, Housing & Community Initiatives Division certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are made on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Colorado Springs; (b) the City of Colorado Springs, Housing & Community Initiatives Division has omitted a step or failed to make a decision or finding required by U.S. Department of Housing and Urban Development regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before the approval of a release of funds by the U.S. Department of Housing and Urban Development; or (d) another Federal agency, acting pursuant to 40 CFR part 1504, has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures of 24 CFR Part 58 and shall be addressed to the U.S. Department of Housing and Urban Development, Region VIII Office, 8ADE, 1670 Broadway Street, Denver, Colorado 80202-4801. Potential objectors should contact the U.S. Department of Housing and Urban Development to verify the actual last day of the objection period.
