  • January 22 - PUBLIC NOTICE A MEMORANDUM OF AGREEMENT REGARDING THE DEMOLITION AND REMOVAL OF AN HISTORIC STRUCTURE IN COLORADO SPRINGS, COLORADO Notification is hereby given to the public that the City of Colorado Springs, Colorado has requested Federal assistance from the Department of Homeland Security's Federal Emergency Management Agency (FEMA) for the acquisition and demolition of an historic structure, and removing it from future landslide risk. Funding would be provided through FEMA's Hazard Mitigation Grant Program, which provides grants to implement cost-effective mitigation projects that will reduce the overall risk to populations and property. FEMA is required by the National Environmental Policy Act (NEPA) to take into account the effect of its actions on the human and natural environment, including facilities determined to be eligible for listing on the National Register of Historic Places (Register), in accordance with Section 106 of the National Historic Preservation Act (NHPA) and it's implementing regulations in 36 CFR Part 800. Heavy rains during spring and summer 2015 caused significant damage to public infrastructure. The President issued a Major Disaster Declaration (FEMA DR-4229-CO) on July 16, 2015. These rains triggered landslides in the Skyway Park neighborhood of Colorado Springs causing significant damages to several homes and ground movement continues to threaten these properties. One home, located at 1200 Constellation Drive, has been determined to be Eligible for Listing on the National Register of Historic Places. FEMA, in consultation with the Colorado State Historic Preservation Officer (SHPO) has determined there will be adverse effects to one historic property and a Memorandum of Agreement among the Federal Emergency Management Agency, History Colorado, The Colorado Office of Emergency Management and The City of Colorado springs, is being written to address this adverse effect. With this public notice, FEMA is informing the public that Federal funding will be used to acquire, demolish and remove the structure at 1200 Constellation Drive, converting the land to open space. FEMA will require that the demolition of the structure be performed in a manner that will minimize ground disturbance; and meets all local, state, and federal statutes, codes, and regulations. If no substantive issues are identified during the comment period, FEMA will conclude its reviews and provide funding for the demolition of the structure. A public comment period for the proposed project described in this notice will remain open for 15 days following publication. Interested parties may submit comments or request additional information by contacting Jennifer Vance, Grants Manager, City of Colorado Springs Finance Department, by email at jvance@springsgov.com.
